Résumé

The objectives of this Act are: a) to use and protect the resources of oceans and coastal areas in accordance with an organization that has the economic, social and cultural needs of the citizens, their health and safety as a guiding principle; b) that planning provides a basis for the diverse use of resources in ocean and coastal areas based on an overall view of ocean issues, an ecosystem approach and the protection of natural and cultural heritage, with sustainable development as a guiding principle; c) to ensure legal certainty in the handling of planning matters so that the rights of individuals and legal entities are not overridden even if the benefit of the whole is taken as a guide; d) to ensure consultation and cooperation with local authorities on the planning of coastal areas and its compliance with planning plans according to planning laws; e) to ensure consultation with the public and other stakeholders during planning; and f) to ensure professional preparation of works in ocean and coastal areas. The Act applies to policies on planning of oceans and coastal areas; it does not apply to the exploitation and protection of fish stocks or other living resources of the sea and the seabed.
