It applies to renewable energy production and the conversion and transmission of electrical energy at sea, in the Norwegian territorial sea and continental shelf. Article 1-3 establishes that the right to utilize renewable energy resources at the sea belongs to the Norwegian state and Article 3 regulates the granting of licenses to build, own or operate energy production facilities.
