This Resolution enters into force 3 months after its publication in the Official Gazette.
Résumé

This Resolution consisting of 26 articles and 2 Annexes aims at providing for conditions that must be adhered to to establish and operate livestock production facilities. Main objectives are (i) to increase the development and sustainability of animal and fish resources together with their contribution to food security; (ii) guarantee food safety in animal production plants; (iii) contribute to applying animal welfare practices and strengthening the biosecurity system; and (iv) help raise revenues for animal breeders. The general provisions establish that (i) it is not possible to establish and manage an animal production facility and sell animal products without obtaining the prior consent and license from the Abu Dhabi Authority for Agriculture and Food Safety and the competent authority (federal or local); (ii) the animals present in the facility must be regularly traced and recorded. The provisions of the Resolution regard (i) Site and constructions; (ii) duties of the responsible of the installation; (iii) documents and registers; (iv) Kindness and health care; (v) security of animals and personnel; (vi) Food Safety Management Programs; (vii) transport; (viii) waste management. As for the animal production farms requirements, Section II deals with (i) dairy production; (ii) fattening and meat production; (iii) table eggs production and poultry meat production; (iv) hatching eggs production; (v) rabbit production; (vi) ostrich production; (vii) aquaculture, fish and crustaceans production; and (viii) honey bee breeding and honey bee production. As for the provisions related to live animal trade and slaughterhouses, Section III deals with (i) committments for animal production facilities that operate in the field of live animal trade and slaughterhouses; (ii) slaughterhouses of red meat; and (iii) poultry slaughter. The 2 Annexes regard (1) meat; and (2) poultry. As for the meat , Annex 1 deals with (i) interpretation of judgments regarding the result of examination of meat; (ii) infectious diseases to be notified and the procedure to be taken at regard; (iii) other infectious diseases; (iv) provisions for tuberculosis, and (v) non-communicable diseases. While Annex 2 deals with (i) interpretation of judgments regarding poultry meat examination result; (ii) rules for inspection of poultry before and after slaughter; and (iii) provisions regarding the validity of poultry meat in order to preserve human health and safety.
