It requires each vessel fishing in the Licensing Area must have a license issued by the Administrator for the licensing period being fished, unless exempted and requires the operator of the vessel to comply with each of the applicable national laws (as listed in this Subpart, and the operator of the vessel shall be responsible for the compliance by the vessel and its crew with each of the applicable national laws, and the vessel shall be operated in accordance with those laws. Other provisions concern, among other things, enforcement (observers, inspections) and a vessel Monitoring System. Licenses are issued by the national Administrator on the basis of a pre-application approval by the Regional Administrator (NMFS).
