It principally concerns issuance of permits the Russian Federation through NMFS to U.S. vessel owners and operators, recordkeeping and reporting, compliance with permit requirements and Russian law, protection of marine mammals, observer requirements. The Subpart also species prohibit acts and penalties. The provisions of the Marine Mammal Protection Act (MMPA) also apply to any person or vessel subject to the jurisdiction of the United States while in the Russian EZ.
