An owner of a vessel of the United States that fishes in treaty waters is required to obtain an annual certificate issued by the Republic of Colombia and an annual vessel permit issued by the Regional Administrator. The operator of each vessel of the United States for which a certificate and permit is issued shall be subject to reporting requirements as specified.
