Lack of justification means the inability to answer the plaintiff’s conclusions or some of them. Or the discussion of decision’s justifications as it is in this case do not constitute a reason for reconsideration. The appealed decision stated that dumping waste and putting it on part of the appellant’s land constitutes a physical assault and leads to infection of wells through which salt is extracted, this requires refusing the request.
