The decision stated that fishing without the authorisation of the landowners was prohibited at all times od the year. The Centre for Economic Development, Transport and the Environment and local organisations for recreational fishermen had the possibility of appealing decisions by the centre for environment. The motivation for the establishment of the protected area was to protect the archipelagic environment (Ingå Skärgård) and a number of species living and breeding in the area. There were three appellants in the case before the Supreme Administrative Court, these were Uudenmaan Kalamiespiiri ry, Uudenmaan Erämiespiiri ry and Nylands arbetskrafts- och näringscentral (the predecessor of the current Centres for Economic Development, Transport and the Environment). They demanded a change in the fishing restrictions in the area. The case was remanded to the Administrative Court of Helsinki for a new assessment on the basis of a new study of the resident birds in the area provided by Nylands arbetskrafts- och näringscentral and also because Uudenmaan Kalamiespiiri ry and Uudenmaan Erämiespiiri ry had not been heard before the Administrative Court.
