Resumen

Main objectives of the Treaty are the prevention of disputes between the two countries regarding the use of boundary waters and the preservation of the natural environment of the Skagit Valley. The Treaty establishes measures to be taken by both Parties in case of breach of the obligations agreed upon in the Boundary Waters Treaty. As far as the effect on the Boundary Waters Treaty is concerned, article VI establishes that "during the period in which this Treaty is in force, the powers, functions and responsibilities of the International Joint Commission under Article IV, paragraph 1 and Article VIII of the Boundary Waters Treaty shall not apply to the Skagit River and Ross Lake or to the Pend d'Oreille River and the Seven Mile Reservoir".
