General objectives for the Great Lakes System are set out in article III, and specific objectives for the boundary waters of the Great Lakes System in article IV. Water quality standards and other regulatory requirements of the Parties shall be consistent with the achievement of the General and Specific Objectives. The International Joint Commission shall assist in the implementation of this Agreement.
