Pending determination of jurisdictional limits of each Party in the area designated in article 3, the Parties agree to establish therein a zone ("The Joint Regime Area") of joint management, control, exploration and exploitation of the living and non-living resources. Activities that are allowed to be carried out in that area are specified in the same article. The Parties shall not authorize third States or international organizations to carry out any of those activities, except under lease, joint venture, licence, or technical assistance agreements. In the area, each party shall have jurisdiction over its nationals and vessels flying its flag. The Parties establish a joint commission, which shall elaborate the modalities of implementation and the carrying out of activities set out in, article 3 (art. 4).
