Participating governments shall report on purse-seine vessels of a carrying capacity greater than 400 short tons under its jurisdiction for purposes of the setting of Dolphin Mortality Limits (“DMLs”) for such vessels by the Review Panel. DML's shall be assigned and used in accordance with rules set out in this Agreement. Measures shall be taken with respect to management of individual stocks of dolphins in accordance with Appendix III to this Agreement.
