Summary of provisions: (a) The Agreement applies to the international carriage of dangerous goods by vessels on inland waterways. It does not apply to the carriage of dangerous goods by seagoing vessels on maritime waterways forming part of inland waterways, and by warship or auxiliary warship or to other vessels belonging to or operate by a State for governmental and non-commercial purposes (art. 1). (b) Regulations are set out in the Agreement to provide the provisions concerning the international carriage of dangerous goods by inland waterways and specific requirements and procedures (art. 2). (c) Dangerous Goods barred from carriage by annexed Regulations are not to be accepted for international carriage. The international carriage of other dangerous goods is to be authorized subject to compliance with the provisions laid down in the annexed Regulations (art. 4). (d) Each Contracting Party retains the right to regulate or prohibit the entry of dangerous goods into its territory for reasons other than safety during carriage. Special regulations, authorizations or derogations may be enacted by the Contracting Parties (arts. 6-7).
