I). Summary of provisions: (a) Parties agree to convene an Annual Conference of the Parties to establish measures for achieving the objectives of the Convention, such as the allowable harvest level for, and an individual national quota of, Pollock in the Area, and to establish a Scientific and Technical Committee to advise it (art. II-IX). (b) Parties to cooperate in the conduct of scientific research on the Pollock resources and to annually submit fisheries data to the Scientific and Technical Committee (art X. (1) and (2)). (c) Each Party to take all necessary measures to ensure that its nationals and fishing vessels flying its flag comply with the provisions of the Convention and measures adopted pursuant thereto, such as specific authorization procedures on its fishing vessels flying, relevant enforcement measures and prior notification to other Parties of their plans and activities in the area covered by the Convention (art. XI (1)-(3)). (d) Parties to establish a Central Bering Sea Observer Program under which fishing vessels accept an observer of a Party other than its Flag Party to monitor and report on implementation (art. XI (5)). (e) Provides for provisions concerning enforcement procedure and measures for dealing with cases of violations of the provisions of the Convention (art. XI (6) and (7)).
