The Parties, recognizing the necessity of environmental protection and rational use of natural resources, have agreed as follows: 1) The Russian Federation, from the date of signature of the present Agreement and for the duration of stay of Black sea fleet, shall ensure compliance with the Ukrainian legislation in the sphere of environmental protection, radiation safety and rational management of natural resources, shall grant access to the officials of the Ukrainian authorized environmental institutions for carrying out ecological audit, shall inform local self-government and state bodies of all ecological disasters, including those with the involvement of ionizing radiation, of the delivery of new sources of ionizing radiation and high-toxic substances and transport thereof on the territory of Ukraine (art. 1). 2) The Parties shall covenant to prevent jointly environmental pollution (art. 3). 3) Ukraine shall carry out ecological supervision and ecological audit at sea bases.
