There are real difficulties in reconciling the two regimes, and to achieve a workable accommodation, amendments to the WTO 's GATT regime appear necessary, as well, perhaps as changes in the ' culture ' of both trading and environmental systems: the way rules are developed and administered. The paper explores the nature of the trade-environment conflict in a GATT context and considers some options for creating a greater synthesis of trade and environment regimes
