Part 1 of this article compares the regulatory régimes in the two countries by describing the division of power between federal and State governments. Part 2 -Vol. 11(4)- discusses the regulatory techniques used to protect the environment, and the roles of agencies, courts, and the public. The conclusion recognises the importance of national solutions to problems, but it also identifies lessons that each country can learn from the other as well as regulatory trends that transcend specific national solutions
