The Composition, functions, administration, financial procedures, privileges and immunities of the Authority are prescribed by the Agreement on the utilization of the Zambezi River concluded between Zimbabwe and Zambia (sect. 4(2)). The Authority shall transfer assets, liabilities and obligations to national electricity undertakings of the two countries (sect. 7). The Authority is primarily responsible for hydropower generation - it replaces the Central African Power Corporation - but it has broader development and conservation purposes.
