Now the governor-general of the Commonwealth of Australia makes these Regulations under section 69 of the National Parks and Wildlife Conservation Act 1975 so as to comply with obligations of Australia under the Convention. Except with the consent of the Minister, a person shall not, within an area to which these Regulations apply, whether by himself or by his servant or agent: (a) construct a dam or associated works or do any act in the course of, or for the purpose of, the construction of a dam or associated works; (b) carry out any excavation works; (c) erect a building or other substantial structure or do any act in the course of, or for the purpose of, the erection of a building or other substantial structure; (d) kill, cut down, damage or remove any tree; etc. Other restrictions on activities in the prescribed area are introduced.
