It also provides for establishment of River Basin Commissions and stipulates their duties and authorities. The Council shall maintain a continuing assessment of the adequacy of water supplies in each region of the U.S. In addition, the Council establishes principles and standards for Federal participants in the preparation of river basin plans and in evaluating Federal water projects. The Council shall review the plan with respect to agricultural, urban, energy, industrial, recreational and fish and wildlife needs. Based on such review the Council shall formulate such recommendations as it deems desirable in the national interest. The President is authorized to declare the establishment of a river basin water and related land resources commission upon request therefor by the Council.
