Its purpose is to protect internal surface waters, transitional waters, coastal waters and groundwater, by adopting appropriate provisions which - (a) prevent further deterioration of aquatic ecosystems and protect and improve their status and that of immediately dependent terrestrial ecosystems and wetlands for their water needs; (b) promote sustainable water use based on long-term protection of available water resources; (c) to enhance the protection and improvement of the aquatic environment by implementing various measures, including special measures for the progressive reduction of discharges, emissions and spills of priority substances and the cessation or phasing out of discharges, emissions and spills of priority hazardous substances; (d) ensure the progressive reduction of groundwater pollution and prevent its further contamination; (e) mitigate the effects of floods and droughts. This Act deals with the following activities: Direct discharge of pollutants into groundwater without percolation throughout the soil or subsoil; competent authority is the Minister of Agriculture, natural resources and Environment; entitled to carry out controls and manage the available groundwater resources. The Act is divided as follows: Introductory Provisions (Part I); Water Systems and Environmental Targets (Part II); Programme and Project Management Measures (Part III); General Provisions (Part V).
