The State Water Resources Control Board shall issue a certificate stating that an operator of a wastewater treatment plant or a supervisor who has direct responsibility for the operation of a wastewater treatment plant or who supervises any operators of a wastewater treatment plant or operator has met the requirements for a specific classification in the certification program.
