In order to implement the policy declarations of this chapter, the State Water Resources Control Board is authorized to provide loans for the development of water reclamation facilities, or for studies and investigations in connection with water reclamation. The State Department of Public Health shall establish uniform statewide recycling criteria for each varying type of use of recycled water where the use involves the protection of public health (including use for human consumption). The Chapter also sets out rules for the construction and maintenance of “waste wells”, i.e. any hole dug or drilled into the ground, used or intended to be used for the disposal of waste.
