Whenever the Director determines that an individual wastewater disposal system is overflowing to the extent that it is creating a hazard to the health of others, and the owner has not taken corrective action as required in §38104, the Director may request the agency supplying water to this building to discontinue water service until such time as action has been taken to eliminate this health hazard. The Director is granted regulation-making powers for purposes of this Chapter. All planes, ships, vessels, vehicles and other modes of transportation utilized in international and interstate commerce which enter the territory of Guam shall be subject to the provisions of this Chapter.
