The NPOA gives a comprehensive description of the fisheries management system of the U.S. generally and for specific fisheries, lies down principles of management (precautionary approach, protect vulnerable life history stages, protect vulnerable species, minimize waste, prioritize limited resources), and sets out initiatives such as data collection and assessment, research and development of mitigation measures, bi-annual reporting and monitoring on sharks by management units, education and public awareness.
