The Act entrenches the following guiding principles for all persons and entities: persons and entities shall perform their functions while promoting the social and economic development of all persons within the Ward; persons and entities shall recognize the need that persons residing in marginalized areas in the Wards should have access to facilities and services that are available to other residents; and persons and entities shall promote the national values and principles of governance.
