Except as provided in subsections (1) and (2) of this section, this Act commences on the date on which it is published in the Gazette. Resumen This Act lays down rules for the protection of the young persons' health by restricting their access to tobacco products and exposure to tobacco marketing, reduction of some of the harmful effects of tobacco products by monitoring and regulating the presence of harmful substances in tobacco products and in tobacco smoke, protection of individuals from the hazards of exposure to tobacco smoke, and minimization of the social acceptance of tobacco use in Vanuatu by applying controls on the marketing, advertising, promotion and sale of tobacco products and their association. To this end, this Act sets forth provisions on the prohibition of advertising, promotion, marketing and sales of tobacco products; restrictions on the sale of certain tobacco products in small quantities; controls on the content of tobacco products; requirements for packaging and labelling; protection of non-smokers; appointment of authorized officers in accordance with the section 7 of the Public Health Act and their powers; and offences and penalties. The Minister may make regulations to control smoking and limit the use of tobacco as contemplated by this Act or as is necessary or expedient for the purposes of this Act.
