The Regulations define: eligible bidder; Jamaican origin of individuals and bodies; difference of time and costs based on establishment of market for goods, services and works, and estimated value of the procurement. Part II of the Regulations concerns administration and focuses on: establishment of the specialist procurement unit and description of its functions, including: planning the public procurement activities, submitting the annual procurement Plan, making recommendations to the head of the procuring entity for the best applicable procurement method for each particular public procurement, preparing documents and defining standard forms of contracts, monitoring the implementation of the procurement contract. Part III concerns public procurement procedures and contents of bidding documents. Part IV details the procurement process phases and procedures.
