This is a period of great emotional, physical and psychological changes that require societal support for a safe passage from adolescent to full adulthood”. The aim is to prioritize public actions through comprehensive responses for the objective of integrating the youth and working with them in national development and essentially tap into the large number, strategic importance and immense potential in the youth for the development of the country. The document also reiterates certain rights and responsibilities of the youths and mentions the obligations of adults and parents to the youths as well. The Policy states its mission as youth empowerment and the goal is to provide the right framework for enabling youths to develop social, economic, cultural and political skills to enhance their participation in the overall development process and improve their quality of life. To achieve this goal, the policy points on addressing and strengthening several priority areas including education, training and capacity building; employment and enterprise development; youth involvement, participation and leadership; health programmes; management, coordination and partnership; society and culture; recreation, sports and leisure; and environmental conservation. The policy targets all youths but puts special attention on certain categories of the youth due to their vulnerability and circumstances of living. As such, special attention is given to school dropouts and out of school youth, the female youth, urban youth migrants, youths with disabilities, orphans, sex workers, youths in refugee camps, among others. The policy is to be implemented at different levels, with participations from both the private and public sectors. For its implementation, the Ministry responsible for youth affairs oversees the implementation at the national level and an existing structure oversees implementation at the District and sub-county level.
