SWMF Health Monitoring and Compensation Act of 1998 - Article 2 of Chapter 33 of 10 GCA “Health and Safety”.

This Act provides for the monitoring of Solid Waste Management Facilities (‘SWMF’) by the Department of Public Health and Social Services in collaboration with the Guam Environmental Protection Agency and the Department of Agriculture. Sites that shall be monitored shall be indicated by the Director of the Department or the Administrator of the Agency. In general, the Act prescribes that opening, maintenance, operation and closure of solid waste management facilities, including dump sites, landfills, incinerators and the like, shall be carried out taking into consideration the environmental impact of such municipal solid waste management programs upon the lives and health of the families residing in the neighbourhood of such facilities.
