Resumen This Law consisting of 35 articles aims at establishing the Agricultural Council in Sudan including representatives of the following bodies(i) Agricultural Engineers Union; (ii) General Technical Engineers Association; (iii) Agricultural Technical Syndicate; (iv) the deans of agricultural colleges in universities; (v) agricultural scientific societies in the universities; (vi) Ministry of Education and General Education in the field of agricultural education; (vii) Ministry of Higher Education and Scientific Research; (viii) Ministry of Science and Technology; (ix) Ministry of Agriculture; (x) Ministry of Irrigation and Water Resources; and (xi) Ministry of Animal Resources and Fisheries. The Council of Ministers, when required by the public interest and based on the recommendation of the competent Minister (the Minister appointed by the President of the Republic to supervise the Council) may decide to dissolve the Council, and in this case the competent Minister shall temporarily assume the powers and responsibilities of the Council (art.5). The Council shall have the following competencies (i) organizing and developing the agricultural profession, monitoring its practice, and coordinating with other specialized agricultural agencies; (ii) contributing to organizing, preparing, training, and employing the workforce in the various agricultural fields; (iii) establishing a program and curricula for training agricultural graduates in theory and practice before they are registered with the Council with the rank of member; (iv) to lay down the rules of professional conduct and the rules for protecting the profession; (v) determine the qualifications and conditions necessary for registration in the register; (vi) maintaining a high level of education for the profession regarding the validity of the curricula, level of graduates of foreign universities, and certification evaluation for graduates of agricultural colleges from non-Sudanese universities; (vii) approving budget proposals and presenting them to the competent authorities; (viii) cooperating with official and popular bodies, the private sector, trade unions and regional and international organizations with the aim of gathering forces and efforts to develop the agricultural sector; (ix) contributing to the creation of creative means and initiatives, and encouraging scientific talents and research in the field of the profession and (x) define agricultural fields, according to the regulations (art.14). Council powers are provided for in art.15. The Council shall have a Secretary General appointed by the Council of Ministers upon the recommendation of the competent Minister.
