The plan identifies strategic areas of a sector that the Constitution of the Republic of Mozambique identifies as the country's development base. The importance of the agrarian sector in the economy, society and environmental protection led the Government of Mozambique to define the Green Revolution Strategy, to sign several international commitments for the development of the sector, such as the Comprehensive Programme for the Development of Agriculture (CAADP), the Abuja Declaration and the Maputo Declaration, among others. This strategic plan for the development of the agricultural sector (PEDSA) was designed on the basis of these instruments. The pillars of CAADP (sustainable management of natural resources, markets and infrastructures, food security, and agrarian research) are clearly a PEDSA support at strategic and operational level in line with the Poverty Reduction Action Plan (PARP) 2011-2014.
