The Regulations aim at ensuring that a strategic environmental assessment is carried out on plans and programmes which are likely to have significant effects on the environment. Proponents of such plans and programmes shall notify the Competent Authority of their intention to prepare a plan or programme before the adoption or submission to the legislative procedure of any plan or programme which requires a strategic environment assessment.
