The Act entrenches the following principles; adoption of a primary health care approach where services are available, accessible, equitable and of good standard; upholding the health rights of individuals, among others. The Act lists the functions of the Department responsible for County Health Services to include, coordinating the implementation of national health policies and laws, coordinating the provision of preventive, rehabilitative and palliative health services, develop County health policies, regulations and programs, ensure compliance with norms and standards for health facilities and health services, facilitate capacity building and professional development for health services personnel, promote public private partnership, licence and control undertakings that sell food to the public, etc. The Act establishes the Office of the County Director of Public Health and Sanitation, whose duties, among other things includes the administration of the Act and coordination of waste management. Essentially, the Act provides for the establishment of health facilities at the County, sub County and Ward levels. Additionally, there are provisions on disease management, prevention and control and strategies and interventions being undertaken by the county government at the various levels of care in order to reduce disease burden or risk.
