It prohibits the sale of cotton without a certificate issued under this Act in a form as set out in the Schedule by an Inspector appointed under this Act. The Act introduces other measures to control the trade in cotton and to prevent illegal trading, such as: (a) the requirement of returns to be made by cotton growers to Inspectors; (b) the licensing of cotton purchasers; (c) the requirement that cotton factories keep records; (d) the presentation of shipping documents by a shipper to the Comptroller of Customs.
