Resumen This Law consisting of 16 articles aims at organizing and regulating the Public Authority for Electricity and Water which aims to the following (i) provide the drinking water through the unrelated water sector by the Omani Standard Specifications and appropriately with the buildings expansion and population growth; (ii) activate the policy of the government in respect to securing the electricity supply to all the citizens in all the areas of the Sultanate; (iii) activate and enhance the government’s policy in respect to the development of the unrelated water sector and electricity and related water sector and develop them ; (iv) encourage the private sector to invest in the unrelated water sector and electricity and related water sector; and (v) develop the human resources of the Authority. The main specific powers of the Authority to achieve these objectives are (i) establish, operate and maintain the drinking water plants and networks; (ii) approve the standard specifications of drinking water; (iii) purchase desalinated water and estimate the extent of the need to the new production capacity of desalinated water; (iv) estimate the prospective forecasts in regard with the demand to the desalinated water for the short, medium, and long terms; (v) implement the government’s policy in respect with the privatization of the electricity and related water sector; (vi) rationalize the consumption of electric power; (vii) promote more liberalization of the electricity market; (viii) privatize the newly established companies; (ix) evaluate the advantages and disadvantages to the public interest due to the transfer of any part of the assets or works of distribution or supply; (x) supervise the competition among those who are licensed for distribution and supply; and (xi) implement and activate the government’s policy in respect with the diversification of electric power resources (a detailed list is at article 4). The Authority is managed by a Board of Directors that has all the powers and issue the decisions and take the procedures required. The financial affairs of the Authority are dealt with in Chapter V.
