Resumen

This Title of Article 15 of the Environmental Conservation Law of New York (the Article 15 being known as the Water Resources Law of New York) concerns river improvement. Its purpose is to provide a method by which a project may be undertaken to improve the channel, construct dikes or regulate the flow of a river for the protection of life, property and the public health or welfare from damage by floods, such work in general to be done at the expense of the owners of the properties and of the political subdivisions of the state benefited thereby. Specifically, it regulates river improvement districts; river improvement associations; construction contracts; entry upon lands, structures and waters, and acquisition of property; financing of river improvements; assessment and collection of cost; correction and revision of assessments; operation, maintenance, repair and extension of river improvements; unlawful interference with improvement works; construction of reservoir on state-owned lands in a forest preserve; payment by the state of part of cost of river improvement; and river improvement district with federal aid.
