Resumen This Council of Ministers Resolution approves the Coastal Zone Programme of Alcobaça-Cabo Espichel. The Programme, consisting of five sections and three Annexes, establishes that in light of Law No. 31/2014, of 30 May approving the general bases of public land policy, land use planning and town planning, and Decree-Law No. 80/2015 of 14 May establishing the new Legal Regime of Territorial Management Instruments (RJIGT), the contents of the plans under review were adapted to the new legal framework, passing to special programmes. The special programmes, which integrate coastal boundary programmes, aim at pursuing objectives considered indispensable for the protection of public interests and resources of national relevance with territorial repercussion, establishing exclusively regimes for safeguarding resources and natural values, through norms that establish authorized actions, conditioned or prohibited according to the objectives of each programme, with precedence over the territorial plans of inter-municipal and municipal sector. The elaboration of coastal-shore programmes, as instruments for territorial management of the coastal border, is regulated by Decree-Law No. 159/2012 of 24 July, defining the framework of principles to be observed management of the coastline: sustainability and inter-generational solidarity; cohesion and equity; prevention and precaution; subsidiarity; participation; co-responsibility and feasibility.
