Resumen

This Resolution, consisting of 19 articles and seven Annexes, provides for the use of the technique of emergency controlled burning as an action to respond to incidents of oil pollution at sea. It specifies that the controlled burning technique can be used to increase environmental protection efforts and minimize losses to public health due to the rapid removal of the oil present in seawater, when non-intervention or the application of mechanical retention techniques and dispersion are not effective, inapplicable or insufficient, and when at least one of the following hypotheses occurs: Oil pollution incidents at sea considered to be of national significance; Oil pollution incidents at sea with continuous high oil discharge; Oil pollution incidents where the spot is moving or can move to areas designated as environmentally sensitive, according to oceanographic weather forecast indication or local data. In addition, the Resolution lay down the areas considered to be restricted to the use of controlled burning. Annexes specify procedural matters for the use of controlled burning.
