This Resolution enters into force on the day of its publication.
Resumen

This Resolution, consisting of 18 articles and four Annexes, regulates the use of chemical dispersants in oil pollution incidents at sea. IBAMA will establish, through Norm, the procedures and requirements necessary to obtain the registration of the chemical dispersants. The application of these dispersants to respond to oil pollution incidents at sea must be previously communicated to IBAMA. The Communication on the Use of Chemical Dispersant to IBAMA shall be forwarded according to the form in Annex I. If the oil slick may, according to the available evidence, impact a Coastal State of the Federation, it is necessary to forward at the same time the communication to the state environmental agency. The application of chemical dispersants as a technique for responding to oil pollution incidents can only be used when non-intervention or application of mechanical containment, scattering and dispersion techniques are not effective, inapplicable or insufficient. These provisions do not apply when emergency measures are required for situations of imminent risk of fire or the safeguarding of human life at sea involving marine installations or ships.
