Resumen

This Resolution establishes general guidelines for the management of groundwater. It specifies that in implementing instruments of the National Water Resources Policy, measures should be incorporated to ensure the promotion of integrated management of surface water, groundwater and meteoric water, observing the following guidelines: The Water Resources Plans should encourage the adoption of practices that result in increasing water availability of the respective Hydrographic Basins, where these practices are feasible. In the case of aquifers underlying two or more river basins, SINGREH and the Water Resources Management Systems shall promote the standardization of guidelines and criteria for data collection and the preparation of necessary hydrogeological studies to the identification and characterization of the hydrogeological basin. The Hydrographic Basin Committees involved should seek the exchange and systematization of data for the perfect characterization of the hydrogeological basin. SINGREH, the State Systems and the Federal District Water Resources should advise Municipalities on the guidelines for promoting the integrated management of groundwater in their territories, in line with the water resources plans. In these guidelines, mechanisms should be proposed to encourage municipalities to protect aquifer refilling areas and to adopt reuse and artificial refilling practices, with a view to increasing water availability and water quality.
