Specifically, it provides for rules regarding secondary containment structures at storage or transfer facilities, and release contingency plans; and exemptions from these rules. The environmental rules board of Indiana adopts rules to require the construction or installation of secondary containment structures at facilities in which hazardous materials are stored or transferred for the purpose of preventing released hazardous materials from entering surface water or groundwater; the development by the owner or operator of each facility at which hazardous materials are stored or handled of a plan for responding to the release of a hazardous material at that facility; and the rules must be consistent with applicable safety and fire code laws.
