Resumen

These Regulations apply to sea-going Eritrean ships wherever they may be and non-Eritrean ships when in Eritrean waters, and masters and seamen employed in sea-going Eritrean ships. The Regulations specifically do not apply to warships, fishing vessels, certain pleasure vessels, among others. The Regulations provide for the qualification of officers, the certification and recognition of their certificates (on the basis that the requirements of the STCW Convention concerning standards of competence, the issuance and endorsement of certificates and record-keeping are fully complied with, among others), etc. The Regulations also deal with the training and qualification of masters and seafarers, personnel on Ro-ro passenger ships, etc. similarly, every ship is required to carry person(s) qualified for distress and safety radio communication purposes. Other trainings as required by the Regulations include advanced fire-fighting and medical first-aid and medical care trainings. The Regulations require companies to ensure that a safe manning document is in force in respect of every ship of 500 GT or more and that the manning of the ship is maintained at all times to at least the levels specified in the safe manning document. The Regulations further provide for the health and well-being of masters and seamen, for instance, there are provisions on the schedule of duties, proper resting of masters and seamen, etc.
