RCC shall be a legal voluntary entity established by "free and good will" of heads of families, heads of peasant farms and posses the Certificates for the Right to use land plots. RCC shall be established in accordance with the principle that every member of the cooperative enjoys the right: to be economic and business independent and self-financed and self-governed and to participate equally in its management. The second part of the Regulation deals with the organizational structure of cooperatives. Heads of families, heads of peasant farms wishing to establish RCC shall hold a foundation meeting and adopt the Charter (see Schedule 2) with obligatory participation of representatives of rayon land and agrarian reform centres. Rayon associations of RCC shall be established by the Chairmen of the RCC Boards located on the territory of given rayon. RCC and its rayon associations shall be entitled to assure timely allocation of the state resources subject to availability of land and livestock population, natural and climatic conditions and distance from the raw materials and distribution markets (Schedule 5). RCC and associations shall bear the responsibility for target and effective use of allotted state resources.
