Resumen The purpose of these Regulations is to strengthen wetland protection, maintain functions of wetlands, improve the ecological environment, and promote sustainable development. The Text is divided into 6 Chapters: General Provisions (I); Wetland Protection Planning (II); Wetland Nature Reserves (III); Supervision and Administration (IV); Legal Responsibility (V); Supplementary Provisions (VI). The Department of forestry shall be responsible for wetland administration (art. 5). Wetlands are divided into international important wetlands, national important wetlands, provincial important wetlands and other wetlands. Provincial important wetland directory and the scope of protection shall be proposed by a wetland identification committee organized by the competent forestry department of the provincial people's government. The directory and the scope of protection of international important wetlands and national important wetlands shall be in accordance with the relevant provisions of the International Convention on Wetlands and the state provisions (art. 7). The Departments of forestry at or above county level shall formulate wetland protection planning in their own administrative areas (art.8). The remaining articles of these Regulations make provision, inter alia, for establishment of wetland natural reserves and wetland parks; EIA of construction projects which may have an impact on the wetland ecosystem; establishment and improvement of the wetland ecological compensation system; supervision and inspection; and offences and penalties.
