All the completed projects must be submitted to the State Committee on Ecology entrusted with the task of finalizing the environmental audit within a month. The selection of sites suited for economic activity must have regard to the use of non-agricultural or unsuitable for agriculture land. In case of forest stock, preference shall be given to non-forested areas or the areas with less forestation. In any case maximum importance shall be given to the conservation of land areas, precious forest, and natural habitats of rare and endangered animals, plants and trees, prevention of soil erosion, siltation of soil, soil, water, forests and the atmospherie. Expropriation of irrigated or drained land, arable land, land under perennial fruit tree plantations and grazing grounds shall be authorized only in specific cases. Water abstraction for industrial purposes shall have regard to the creation of turnover cycle of water supply, the utilization of waterless or water saving technologies with the aim of maximum reduction of the consumption of potable water. As a rule the use of potable groundwater for needs not related to potable water supply shall not be authorized. The location of cattle breeding farms and agricultural farms in the absence of water protection arrangements preventing discharge of the effluent water into water bodies and water protection belts of the rivers and water bodies shall be prohibited. Land reclamation shall not be carried out on the territory, national parks, objects of cultural heritage and single reserves. Land reclamation shall be authorized nearby (at a distance of seven kilometres). The location of economic entities shall be determined having regard to the conservation of biological diversity, natural habitats, migration routes and the integrity of natural communities.
