For the purposes of this Regulation, an occupant is a person who, at 1 July 1984, occupied without right a parcel of land that was ungranted or that has become ungranted since that date. The Minister may, at any time, register in respect of a parcel of land, whether occupied or not, a declaration stating that it forms part of the public domain.
