Seed farms of the Kyrgyz Republic, depending on the functions they perform, shall be classified into three categories: (a) seed farms with the right to conduct primary crop seeds growing; (b) seed growing farms of the first group with the right to produce and trade seeds of elite and first reproductions varieties, and also seeds of first generation hybrids of agricultural crops; and (c) seed growing farm of the second group, which has the right to produce and trade the seeds of the first and second reproductions of cultivated agricultural crops. Each business entity that has obtained the status of seed production farm shall be independent economic entity. Every business entity that has expressed desire to engage in production and trade of seeds of agricultural crops, must ensure compliance with the following requirements: (a) to be in natural and climatic conditions acceptable for the production of high quality seed material, which has high varietal and sowing indicators; (b) to have the necessary fixed irrigated arable land area; (c) to have an appropriate material and technical base for the production and trade of seed material; and (d) to have the necessary staff support.
