It applies to to waterworks and distribution facilities that produce or supply drinking water to more than 2000 people, and over which a municipality exercises legal control as referred to in Article 2 of Act relative to public water services (2006:412). Anyone who produces drinking water shall take the necessary measures to ensure that unauthorized persons cannot access waterworks. In addition, anyone who produces drinking water or provides drinking water from a distribution facility must elaborate an action plan on how to detect and remedy the harmful effects of sabotage and other damage to waterworks and distribution facilities.
