This Regulation consists of 16 articles, divided into 4 Chapters: General Provisions (I); Protection of Precautionary Reserve (II); Provision of Grains (III); Final Provisions (IV). The main objectives of this Regulation include: to analyze, evaluate, and determine the country’s need to grains and current amount of production; to stabilize the price of grains in the time of hunger; to establish and develop silo depots; to prevent illegal transfer of grains; to develop financial capability of farmers; to control and develop grains markets through purchase of surplus of production. The Ministry of Agriculture, Irrigation, and Livestock is the authority responsible to implement the provisions of this Regulation.
